Governor Carcieri's budget proposal to rely less on nursing homes for elderly care reflects a national movement away from institutional care. WRNI's Bob Seay talks with Professor Larry Polifka. Polifka is the associate director of the School of Aging Studies at the University of South Florida, and the director of the Florida Policy Exchange Center on Aging.
