At a public hearing this morning, Rhode Islanders will have a chance to weigh in on a plan to dramatically alter programs for the state's poor, elderly and disabled. Depending on who's talking, they'll either call it a landmark agreement to save hundreds of millions of dollars or an ill advised plan to take away benefits from the neediest Rhode Islanders.
